Timothy Dugan is a partner in our real estate practice and is the Chairman of the Zoning and Land Use practice. He represents clients developing (or redeveloping) commercial offices, retail centers, industrial and R&D campuses, senior housing, residential communities (in urban and suburban settings) and institutional projects, such as schools and places of worship.

His representation involves a range of planning and regulatory processes, involving: regional and local land planning; legislation affecting development (such as adequate public facilities policies and impact taxes); subdivisions, special exceptions, permits, historic designations, and environmental regulation. He has appeared before State and local governmental and regulatory bodies, including: State of Maryland Senate and House Legislative Committees, the Montgomery County Council, the Mayor and Council of Rockville, the Mayor and Council of Gaithersburg, the Montgomery County Planning Board of the Maryland-National Capital Park and Planning Commission, and the Rockville Planning Commission. He has successfully obtained rezonings, special exceptions, annexations, zoning text amendments, subdivisions, resubdivisions, and variances.

Mr. Dugan also has represented clients in appellate litigation before the Maryland Court of Special Appeals and State Circuit Courts.

As a result of Mr. Dugan's background and experience in a variety of real estate disciplines, he also advises clients regarding real estate transactions. In addition, Mr. Dugan is experienced in drafting documents to establish the legal relationships among owners in commercial and residential planned unit developments.  He was recently asked by the Maryland State Highway Administration to serve on the Land Use Expert Panel for the Intercounty Connector (ICC).
