Laura Smith serves as Of Counsel to Shulman Rogers on telecommunications matters and provides counsel to numerous entities in the private radio and public safety communities.

After graduating from Pepperdine University School of Law in 1990, Ms. Smith began working for the Federal Communications Commission.  Ms. Smith worked in the FCC's Mass Media Bureau and Wireless Telecommunications Bureau during her tenure at the Commission, including serving as the Deputy Division Chief of the Public Safety and Private Wireless Division.

Ms. Smith joined the Industrial Telecommunications Association (ITA) as Executive Director of Governmental Affairs in 1998.  In that role, Ms. Smith monitored FCC and legislative proceedings on behalf of the membership and participated in all regulatory proceedings relevant to the private wireless industry.  In 2001, Ms. Smith became the President and Chief Executive Officer of ITA.  During her tenure as the President/CEO of ITA, Ms. Smith was instumental in the formation of the Consensus Group, a group of public safety and private wireless entities who, along with Sprint Nextel, would be responsible for drafting the "Consensus Plan" - a proposed resolution for interference in the 800 MHz band that would be adopted fy the FCC in 2004.  Ms. Smith is currently representing numerous public safety licensees during their rebanding negotiations.

Ms. Smith has been a frequent speaker at both private wireless and public safety trade shows and has, in the past, served as a column writer and industry consultant for a variety of trade publications including Mobile Radio Technology Magazine and The Private Wireless Magazine.
